bound to afford transit for arms if their importa-

tion is prohibited on the ground of public security,

or if measures have been taken in pursuance of

eneral International Conventions relating to their

transit, export, or import; and it would appear

that to this extent only are the export and import

of arms excluded from the scope of the Statute.

3. A copy of this letter is being sent to

the Board of irade.
